AN ORDINANCE REQUIRING PERMITS FOR WATER AND SEWER INSTALLATION WITHIN THE TOWN OF CEDAR BLUFF

 

SECTION 1. PURPOSE

The purpose of this ordinance is to regulate the installation of water and sewer service within the Town of Cedar Bluff; to protect public health; to ensure that all connections are made safely and in accordance with town and utility board standards; and to prevent unauthorized or unsafe installations.

 

SECTION 2. PERMIT REQUIRED

No person, contractor, developer, or property owner may connect any structure to water or sewer system within the Town of Cedar Bluff without first acquiring proper permits from the Town.

This requirement applies to:

  1. All new water or sewer services connections
  2. Installation of private laterals or mains that will connect to the Town system

 

SECTION 3. PERMIT APPLICATION

Applicants shall submit a permit application to the Town containing:

  1. Name and contact information of the applicant and contractor
  2. Property address
  3. Scope and description of proposed work
  4. Payment of required fees

SECTION 8. EFFECTIVE DATESECTION 4. REVIEW AND APPROVAL

  1. The Town will review all applications for compliance with local ordinances.
  2. No work may begin until a written permit is issued.

 

SECTION 5. RESTORATION

  1. The applicant is responsible for restoring all disturbed streets, rights-of-way, and property to a condition equal to or better than that existing prior to installation.
  2. Failure to restore property to Town standards may result in the Town completing the work and billing the applicant.

 

SECTION 6. VIOLATIONS AND PENALTIES

  1. Performing water or sewer installation without a permit constitutes a violation of this ordinance.
  2. All violations of the provisions of this Ordinance shall be a misdemeanor and punishable as follows:

 

  1. Penalties may include:
  2. A stop-work order
  3. Fine of $ 1,000 for violation
  4. Denial of future permits until violations are corrected
  5. Recovery of costs for damages or unapproved work performed in public rights- of- way

 

SECTION 7. ENFORCEMENT

The Town Building Inspector, or other designated official is authorized to    administer and enforce this ordinance.
